Our Misison

PADEM (Programmes d’Aide et de Développement destinés aux Enfants du Monde) is a non-governmental development organisation (NGDO) based in Luxembourg and France, approved by the Ministry of Foreign and European Affairs (Luxembourg) and recognised as being of general interest by the Ministry of the Economy and Finance (France). PADEM is helping vulnerable children in developing countries on four continents (Latin America, Europe, Asia and Africa) since 2002. PADEM’s work is based on partnerships with civil society actors of the countries where it operates, to ensure that the fundamental rights of beneficiaries are respected, with the strictest respect for their cultures. The main target of PADEM’s actions are children, because they are the actors of tomorrow and all must benefit from the same opportunities.

Promoting local partnerships

All of PADEM’s activities are based on partnerships with local actors on the field, close to the concerned populations. PADEM maintains long-term relationships with its partners and enters into new partnerships every year. It is this knowledge of the field that enables PADEM to ensure ethical and moral principles in all its activities. The PADEM team is convinced that partnerships and respect for cultures help to ensure the long-term durability of our actions, through the ownership of projects by local populations and the presence of local partners over the long term.

Professionalism

Since its creation, PADEM has continuously developed its professionalism. To promote financial transparency, since 2007 PADEM’s accounts have been audited annually on a full-audit basis. Today, the team consists of 4 employees at head office, who coordinate the smooth running of projects, and a large network of consultants who are experts in their respective disciplines. This organisation means that more than 85% of the funds raised benefit the projects directly. As a result, PADEM maintains long-term relationships of trust with its funders.

Flexibility

PADEM opts for a holistic approach to all its projects. By working in several fields of intervention, PADEM ensures that the well-being of children and their families is taken into account as a whole.  Helping children also involves their parents, which is why PADEM develops activities aimed at these adults. With a young team, this method of intervention allows PADEM to be an NGO with great flexibility, and to intervene in an innovative way in our countries of action.

The team consists of 4 salaried employees at head office, who coordinate the smooth running of projects, and a large network of consultants who are experts in their respective disciplines. PADEM is supported by a pool of about fifteen volunteers who provide invaluable help on a daily basis in all areas.
