– PADEM: an international development NGO based in France and Luxembourg

PADEM takes an international and local approach to helping people in developing countries, whether they are residents or nationals. In this way, PADEM actively contributes to the promotion of a more inclusive and supportive society.

-PADEM works in partnership with local organizations in various fields: education, health and access to water, food security, disability, housing, adaptation to climate change, child protection and economic development.

– PADEM is active in the following countries: Kosovo, Mongolia, India, Sri Lanka, Kenya, Madagascar, Togo, Senegal, Bolivia, Peru, and also in France and Luxembourg for projects to help people with bipolar disorders (mental health) and migrants (professional integration).

-PADEM’s average annual budget is 3.2 million euros.

– Project funding: Luxembourg Ministry of Foreign and European Affairs, Luxembourg Ministry for the Environment, Climate and Biodiversity, Ministry for Family and Integration, Fondation Abbé Pierre, local authorities, water agencies, corporate foundations, other funds and foundations, individual donors…

PRESENTATION OF PROJECT(S)

PADEM works exclusively with local partners. We are looking for people who are based in the countries where we work, or who are familiar with the local context, to monitor our projects and partners.

Remuneration: fixed monthly rate or hourly rate

 

Description of activities and estimated working time:

1/ Familiarization with projects, issues and specific PADEM tools, preferably at our premises in Metz or Luxembourg, otherwise by videoconference: 0.5 days

2/ Supporting partners in carrying out operational planning for project(s) in line with PADEM procedures: 2 days per project.

3/ Weekly technical and financial monitoring of the project(s), in support of local partners, with the help of our “Projects” and “Finance” teams: 2 hours per week and per project, including time for oral exchanges with the partner(s) and feedback to PADEM headquarters of around ten minutes by e-mail or videoconference. Additional time may be required in the event of problems in the field.

4/ Missions: field visits with the aim of strengthening partners’ capacities, identifying new projects/partners, monitoring ongoing projects and readjusting activities in line with logical framework objectives: 1 field visit per month per project.

5/ Quality control of monitoring matrices and quarterly reports sent by partner(s), translation into French and input of reports based on weekly monitoring + Analysis of financial data + Feedback on points to watch: 4 hours every 3 months.

6/ Support for partners in formalizing capacity-building plans, and assistance in setting up training courses in conjunction with the head office team.

7/ Quality and consistency control of annual reports sent by partner(s), translation into French and input of reports based on weekly monitoring + Analysis of financial data + Feedback on points to watch: 4 hours every year.

8/ Quality and consistency control of the final report sent by the partner(s), translation into French and input of reports based on weekly and annual monitoring + Analysis of financial data + Feedback on points to watch: 4 hours at the end of the project.

9/ Methodological support for the organization of annual audits and interim and final evaluations, in conjunction with the head office team.

10/ Implementation of a follow-up strategy for final evaluation recommendations with the partner, and monitoring of this strategy: 1 half-day per year, then 2 hours per quarter.

11/ As required, methodological support to partners in the search for additional funding, the design of new projects and the preparation of funding applications, and monthly monitoring of the crucial issue of local fund-raising.

12/ Assistance in organizing exchange workshops between partners (regional seminars or on-site exchanges of best practices).
